Based on these two requirements https://pagure.io/fedora-workstation/issue/362#comment-847926:
Our proposal: UI for selecting Live environment language and keyboard will be on Workstation SIG because they have the best knowledge of UI guidelines and technology
Output of this task would be setting the language and keyboard layout into the system but also creating a configuration file for Anaconda (using drop dir). Anaconda team will provide you a configuration field to pre-select the Anaconda language.
Questions:
Do you agree with this solution? Is it feasible for F39?
We think this is feasible for F39, yes.
Do we want to show language selection screen in Anaconda or skip this in case of pre-selected language?
Skip if it's pre-selected. Let's only show these language and keyboard layout once.
Anaconda team will provide you a configuration field to pre-select the Anaconda language.
Anaconda needs to copy the pre-selected keyboard layout and input method to the installed system as well.
This issue is tracking the work to add a live user mode to gnome-initial-setup - that work can be found here: https://gitlab.gnome.org/GNOME/gnome-initial-setup/-/merge_requests/200

This is mostly implemented, although I've proposed this issue as a release blocker.
I don't think we need a separate ticket to track this here anymore, so closing.
