#383 Unlocking a LUKS-encrypted disk asks for the root password, but not when unlocking LUKS-encrypted removable media

When unlocking a LUKS-encrypted partition, the root password is asked. However, no root password is asked when unlocking removable media that is also encrypted with LUKS. The first behavior I described it's a bit annoying, since the user needs to type two passwords to unlock... is that intended?

It's possible to disable this behavior in Disks by disabling an option called "require additional authorization to unlock at startup". However, the UI is a bit clunky and the user can't be sure if this will case some undesirable behavior.

I'm posting this here because I believed this a default configuration of the OS (which is Fedora 38 Workstation in my case).

You're going to want to report this to upstream, although I'm not certain what the correct component to report it against would be. nautilus, or gvfs, or maybe even udisks? If changing a setting in Disks affects the behavior, I suppose that's a hint that the right place is udisks, but I'm not certain.
