PR#121: fedora-obsolete-packages: Don't vote on rpm-install-test, the package does not install -

If I could disable the job entirely, that would make even more sense, but I am not sure how.

Build succeeded.

To remove the job selectively, we could either:

Split the test template into test-install and update the project matcher in https://pagure.io/fedora-zuul-jobs-config/blob/master/f/zuul.d/projects.yaml#_5 using a negative match
Use the same trick as we did for check_for_arches, and have a light job to select the necessary job at runtime.

Or perhaps there is another trick, I'll ask on the #zuul channel.
