#109 Scratch builds that time out on Zuul side should be automatically canceled

The package had a bug, which caused the tests in %check section to hang forever. The scratch build jobs timed out after a while, but the actual koji tasks are still running even now (days later). Please have Zuul cancel the tasks after the jobs time out. They are taking up precious HW resources, so it is really important to get this fixed. Creating a ticket each time to get the tasks cancelled doesn't scale (and most of the time it won't even be noticed).

And BTW, please cancel the currently running stale tasks, too, if you can:
