#571 Add setuptools to dependencies for Python 3.12+

Since the package still uses pkg_resources, in Python 3.12+ it requires the installation of setuptools which is no longer available by default.

Same Jenkins issue as my previous PR (#570) — Jenkins is looking for my branch in the wrong repo.
