index: fix internal link to "ticket votes"
    
    <<Ticket votes>> didn't work because the title has " (preferred)" at the end.
    We don't want this suffix to be visible in the hyperlink, so let's use a label
    instead.
    
    <<Meeting Votes>> was OK, but I'm changing it for consistency to use a label
    too.
