For the FESCo meeting to discuss/approve as the Change Proposal was announced on devel-announce@ list on 2016-Oct-12.

Enable 48bit VA on AARCH64.

I'll note that this kernel change is already done in rawhide. +1, though it would have been nice to actually follow process.
