Over time, SSSD has evolved from an LDAP client closer to what its name stands for -- a system security services deamon. Since F-26, SSSD provides a fast cache for local users ( https://fedoraproject.org//wiki/Changes/SSSDCacheForLocalUsers), a secrets store (see man sssd-secrets) an soon will provide the default Kerberos credential cache store (https://fedoraproject.org/wiki/Changes/KerberosKCMCache)
Therefore I believe Fedora would benefit from installing sssd-common by default. Already starting with F-26 this would provide performance benefit due to the memory cache.
It is worth noting also that as of Fedora 26, SSSD ships with a default configuration (unlike in the past where it needed to be configured for an LDAP server). This default configuration provides the local user cache.
I think we should consider including sssd-common in the @core comps group. (The complete sssd is already included in the @standard group).
