This is a spin-off from #2013. $subject was discussed but not formally agreed. I think we want to keep #2013 open until the script is implemented, and $subject is an orthogonal solution, and it makes sense to implement both. Hence I'm opening this ticket to make a separate vote.

PROPOSAL: Make "Prevent creating new branches by git push" in dist-git [1] the default for new projects in dist-git, and also enable it for existing projects, effectively making this protection opt-out.
