Also: is preserving the "upgrade path" still a requirement? Our rules don't say this anywhere. See https://bugzilla.redhat.com/show_bug.cgi?id=1880769#c2.

The policy should also strongly suggest side-tags for multi-build updates.
With Taskotron removed, much of that output has been moved to Bodhi, right? Is that the correct workflow for creating updates for all of Fedora?
Maybe somebody can propose a PR to update the update guidelines to make this ticket actionable?
