I am member of Fedora QE Team and I often find myself with needing to modify updates/backport cherry-picked commits to various packages for blocker/FE fixes.
Usually, I contact maintainers and resolve these issues through the standard processes, however, from time to time, especially when close to Fedora n+1 (Beta/Final) releases, it isn't the most practical and effective way due to time pressure to ping pong and/or to wait for other provenpackagers. If I recall correctly, only @adamwill from our team has provenpackager rights and I believe it wouldn't hurt to have two people with this permissions.
Apart from the QE duties, I maintain bunch of packages, 48 directly (mostly python, a few intel packages, dxvk, ...), some more through group ownerships and from time to time, I am doing some bigger stack updates (eg. flask) and planning to do some more (eg. python-redis) and having rights to potentially be able to rebuild packages would help too.
+1 here.
