As of now, we have: binutils-2.40-13.fc39 gdb-13.2-6.fc39 gcc-13.1.1-4.fc39.1 glibc-2.37.9000-19.fc39
So effectively the part of this change that remains to be done is to update glibc and gcc, but the change is minor, and it seems fine to do it even after the mass rebuild.

It's unfortunate that this hasn't landed before the mass rebuild (though the timing for the GCC 13.2 release didn't help). But I agree, updating from pre-release snapshots of gcc / glibc to the stable releases should be fine after the fact.
+1. Sorry about this, I honestly thought we already approved it... but since this happens each cycle it's hard to keep track. ;(
