pam_userdb was built with support for BerkeleyDB, but this project is no longer maintained as open source, so it is replaced by GDBM.
Owners, do not implement this work until the FESCo vote has explicitly ended. The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

Just so I understand, Fedora doesn't use pam_userdb for anything outside of vsftpd currently? If that's the case, then I'm good with this change.

AFAIK, yes, the only use case for pam_userdb is vsftpd.
