#3111 Change: Python3.13

Update the Python stack in Fedora from Python 3.12 to Python 3.13, the newest major release of the Python programming language.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed.

Any plans to provide a subpackage with an alternative version with --disable-gil? It's be neat to provide that to allow interested users to experiment with the new mode.
