#3123 Change: Unified Kernel Support Phase Two

Improve support for unified kernels in Fedora.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed.

This will need to be slightly adapted for Fedora Cloud's change to their image build process coming up, but since this is additive and nobody is proposing we make this default or break any existing user workflows (which is where most of my objections around UKIs stem from), this is... probably okay.
