Update the system JDK in Fedora from java-17-openjdk to java-21-openjdk.
Owners, do not implement this work until the FESCo vote has explicitly ended. The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

This is another instance where a FastTrack procedure failed, i.e. we didn't find the required votes in time. I think this is something we have to discuss during one of the meetings… If people ask for a speedy resolution, we must provide an answer or an explanation why we can't do that.
