#3237 Change: Libvirt Virtual Network NFTables

The default firewall backend for the default libvirt virtual network (the virbr0 bridge device), will change from 'iptables' to 'nftables'.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed.

This might create some pain, but we should do this sooner rather than later. The transition to nftables needs to be finished at some point.
