#3341 Change: Koji uses Red Hat Image Builder locally

Switch the Red Hat Image Builder-built images in Koji to not build through a service, but locally.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

(Yeah, in hindsight services that don't implement local operations are iffy. Having the ability to easily do local operations with minimal setup makes it so much easier to figure out how things actually work, debug, modify, experiment, contribute to the tools and definitions. This is something to keep in mind when we design future systems.)

+1, great to see this moving to something that is actually under releng / fedora-infra control.
