Add Apache Maven 4 to Fedora Linux 43 as parallel-installable alternative to Maven 3.

The purpose of this self-contained change is to enhance visibility, not to seek approval from FESCo - package maintainers have the authority to add new packages at their discretion without requiring explicit approval from FESCo.
The guidelines discouraging (but not prohibiting) implementing changes in Rawhide before FESCo approval were introduced later and were not part of the original process. I was unaware of this addition until now and apologize for the oversight. Had I known, I would have either postponed submitting the work to Rawhide or reconsidered filing a formal change proposal, opting to proceed with the change informally instead.
