#3412 Removal of packages with invalid license

I want to ask you for approval to remove from Fedora packages that have a license that is not allowed in Fedora.

As part of the migration to SPDX IDs, we discovered that a bunch of packages use a license that could not be allowed in Fedora Linux. All these issues are tracked in this tracking BZ https://bugzilla.redhat.com/show_bug.cgi?id=2310597
Many maintainers responded and either retired the packages or removed the parts covered by a problematic license. But as of today, there are a few packages without any response:

I want to ask you for approval to retire these packages (in case of scapy, just remove the subpackage).

I am already proven packager so technically I have access rights to do that and I do not need anything else. I am looking for review of this step and approval if this is correct thing to do it.

Note that removal of libieee1284 will break following packages: libsane-hpaio, sane-backends-drivers-cameras, sane-backends-drivers-scanners


I'd say:
- please drop the scapy-doc subpackage as provenpackager. This falls into the "maintainer does not resolve bugs in time" and it's also a fairly obvious bugfix with little practical downsides.
- libieee1284 seems to be a misunderstanding and/or also a problem for the kernel package. This is just a header file, so maybe the interface is covered by some exception. Anyway, this seems to be a minor issue, not enough of a reason to drop the package.
- iscan-firmware: I submitted a PR to drop the bad parts. Please review. If there's no response from the package owner I think it too would be fine to merge this as provenpackagers.
