If I submit the same module build as scratch-build, the MBS ends with a message Module (state=5) already exists. Only a new build, resubmission of a failed build or build against new buildrequirements is allowed..

This is right for normal builds, but I think for scratch builds, we should somehow allow submitting the same NSV multiple times.
