For building Flatpaks from RPMs, https://docs.fedoraproject.org/en-US/flatpak/troubleshooting/#_rebuilding_a_module_against_a_local_component has instructions how to build individual modules from local sources. That involves adding changes to /etc/module-build-service/config.py, setting RPMS_ALLOW_REPOSITORY = True in BaseConfiguration and adding

That started to fail after an upgrade from module-build-service-2.18 to -2.19, the logs contained URLs of the form indicating that stuff had been concatenated wrongly.
