#1598 CentOS CI job hangs after testing test_submit_build_normal

The Python 3 unit tests often hang when running in CentOS CI after the test_submit_build_normal test. I am not able to reproduce this locally.

More investigation is needed to resolve this issue.

PR #1618 is a temporary measure to get CI flowing again.
Issue #1617 tracks re-enabling this test.
