#1754 Allow siblings in the garbage state

This is a workaround for builds failing with an error like

Could not execute module_build: The build failed with: Buildrequire go-toolset-rhel8-8020020200128163444 is in "garbage" state

The code allows failed siblings, so garbage siblings doesn't seem like a stretch.

Also did some double checking of history - the siblings check was in fact to check for non-ready ones (not failed / garbage collected):
