#237 Modify the scheduler to use the "hub-consumer" approach

We currently use the "naive" approach from the fedmsg docs.

For production, it'll be better to port over to using the hub-consumer approach described here: http://www.fedmsg.com/en/latest/consuming/#the-hub-consumer-approach

With that, we get lots of monitoring hooks and backlog processing for free.
