#821 recover_orphaned_artifact did not work for module-build-macros in build 1472

MBS tries to build the module-build-macros for build 1472 everytime you try to resubmit it. The module-build-macros build is already built, but just not tagged in build tag. MBS should find that build and tag it, but something is wrong in recover_orphaned_artifact.
