Also, since different resolvers (e.g. PDC) generate their own Koji tag format, we actually don't know if the Koji tag will be valid at this point. This technically works right now just because PDC-Updater generates the same format as the MBS DBResolver. We should likely remove the responsibility of the Koji tag name generation from PDC-Updater and have MBS do it on all resolvers.
