Fix cloud-utils-growpart
    
    cloud-utils was artificially archful in RHEL 9 in order to disable parts of
    the package (shipped in EPEL, not RHEL) that depended on qemu-kvm, which
    was dropped from RHEL 9 ppc64le.  The package has since been restructured
    to be noarch even for RHEL/EPEL 10.
