#5310 replica promotion: instalation of replica with a single command

Currently, when replica file is available, installation of replica is done with single ipa-replica-install command.

With replica promotion and domain level == 1, the only way is first to install a client - ipa-client-install and then promote it to replica ipa-replica-install --promote.

Ideally this should be combined again to a single command.
