In FreeIPA version 4.3 onwards the preferred way to set up replicas is by promoting clients in domain level 1.

Since it is expected that new deployments will be set up in this domain level, it makes sense to hide '--domain-level' option in {{{ipa-server-install}}} so that domain level 1 is enforced automatically in newly created topologies.
