#6259 --ignore-last-of-role has no effect

In some cases using '--ignore-last-of-role' option of 'ipa-server-install --uninstall' has no effect:

# ipa-server-install --uninstall -U --ignore-topology-disconnect  --ignore-last-of-role
WARNING: yacc table file version is out of date
ipa         : ERROR    Server removal aborted: Deleting this server is not allowed as it would leave your installation without a CA..
