#6485 Document make_delete_command method in UserTracker

In UserTracker, make_delete_command seemingly illogically accepts two arguments that seem to overlap: preserve and no_preserve. Add comment why this is done (it actually reflects implementation on user-del command, but it's not easily seen from the test).

Uncommented code is present since 4.3 branch, so this would probably be best fixed in 4.3, 4.4 and master.
