User story:

As a user in company which uses FreeIPA I want to enroll my self-serviced laptop(BYOD device) with company FreeIPA server(s).

As an administrator I want to define who can enroll his/her BYOD device and configure limits of the enrollment. E.g. number of devices per user.

This is a more strict version of #6852 which allows the user to enroll any machine.
