Issue

Was installing IPA master from June 8 on F27 (with jss from F28 (not important)) and saw:

Upgrading IPA:. Estimated time: 1 minute 30 seconds
  [1/10]: stopping directory server
  [2/10]: saving configuration
  [3/10]: disabling listeners
  [4/10]: enabling DS global lock
  [5/10]: disabling Schema Compat
ipaserver.install.installutils: ERROR    DN: cn=Schema Compatibility,cn=plugins,cn=config does not exists or haven't been updated
  [6/10]: starting directory server
  [7/10]: upgrading server
  [8/10]: stopping directory server
  [9/10]: restoring configuration
  [10/10]: starting directory server

Seems as bug caused by: 2b3eb5c567e1e5d4fe7d945e36615cef3dd4d144 - #6721

The installation passes successfully but the error in console is not good.

Steps to Reproduce

1. build master of F27
2. fresh ipa-server-install with CA and DNS

Actual behavior

ipaserver.install.installutils: ERROR    DN: cn=Schema Compatibility,cn=plugins,cn=config does not exists or haven't been updated

on the console

Expected behavior

No error on the console.
