Allow IPA Services to Start After the IPA Backup Has Completed

Refactor the ipa-backup script so that it restarts the IPA serivces before it
starts to compress the resulting backup

It would  save over 4 minutes of the IPA downtime and I suspect this is just
going to keep increasing as the data increase
5. How would the customer like to achieve this? (List the functional
requirements here)
Modify the backup script and change the steps
6. For each functional requirement listed, specify how Red Hat and the customer
can test to confirm the requirement is successfully implemented.
Be able to run a backup and have the services start backup before the backup is
compressed.
