Write tests for https://pagure.io/freeipa/issue/7747

FreeIPA installation was unable to set time servers/pool when run without NTP related options.

With https://github.com/freeipa/freeipa/commit/536e7da6d2f5617a5fa9adb2d359c8af1737604c it is now possible.
