#8247 test_fips PR-CI templates have a too-short timeout

Issue

The test_fips run at:
http://freeipa-org-pr-ci.s3-website.eu-central-1.amazonaws.com/jobs/8fbab1e6-6d69-11ea-932a-fa163e168469/runner.log.gz
took roughly 45 mins.

However:
http://freeipa-org-pr-ci.s3-website.eu-central-1.amazonaws.com/jobs/c17b62e0-7082-11ea-adbb-fa163e26109a/runner.log.gz timeouted after 60 mins around 3/4th of the execution time.

We should update the timeout of test_fips to around 7200s.
