Request for enhancement

As an administrator I want freeipa-healthcheck to report whether a given server has FIPS enabled or not.

fips-mode-setup --is-enabled can be used to determine this state.

Rather than hardcoding the value into freeipa-healthcheck it would be better to provide it via ipaplatform so it can vary by distribution.
