#8836 Review the test_commands integration test for tests that are slowing it down

Issue

PR https://github.com/freeipa/freeipa/pull/5748 extended the timeout for this test to 90 minutes because of timeouts at the nightly level which makes reviewing failures time consuming and often fruitless.

Christian pointed out that it would make more sense to move slow tests to a separate file. test_commands was initially designed as a kitchen-sink file for easy, fast testing of simple commands. This should be one of the fastest PR-CI test files.

So let's take the time to examine the tests to see if we can find some major time sink(s) and move it/them out of this file into something more appropriate.

I run test_commands suite on Azure and planned to add it back to gating on F34(Azure). So, the suite should take reasonable time, in my opinion gating suite should take ~20-30 minutes.
