Steps to Reproduce:
Currently ipa-healthcheck tool doesn't have a check to see if the system is configured with FIPS.

Actual results:

Expected results:
This check will ensure that we have first hand info saying that the issue either occured on a FIPS/Non-FIPS enabled system.

This ticket is for tracking test effort.
