#8994 The ResolvedResolver class does not take into account existing NetworkManager DNS configuration

As shown in issue 8993 and PR 6023, the ResolvedResolver class fails to take into account that NetworkManager injects DHCP-provided DNS into resolved.

AI: The fix done in 8993 should be refactored into the ResolvedResolver class.

@fcami can this issue be closed now that systemd-resolved fixed the issue related to the reverse dns record automatically created for the local IP @/hostname?
