Issue

The PKI REST API supports requests in both XML and an JSON. They have an intention to drop XML in order to reduce the number of dependencies it has. This means that IPA needs to switch to JSON before they do that.

Most if not all of the XML code is in ipaserver/plugins/dogtag.py

It currently has rather excellent documentation on the XML formatting. It would be nice to retain the equivalent for JSON.
