#9662 move ipa-certupdate to use LDAPI when running on IPA server and as root

ipa-certupdate needs to talk to IPA server API but it might be running at the point when CA chain used for IPA API endpoint is not yet trusted locally. When this happens on IPA server, ipa-certupdate should be smarter and use LDAPI instead. This way it will avoid need to trust the CA chain that is not yet trusted.
