Control character ' was used wrongly, instead of underlining using \fI.

' character is a control character, like .. Using it on start of the line can cause text on lines to be omitted when the man pages are rendered. Removed all '\f occurrences to possibly avoid this issue in future. Effort was started already in https://pagure.io/freeipa/issue/9665 .

I'll send a pull request with a patch.
