The RemoteOriginalSpecNvrRule rule type originally only worked against decisions for original_spec_nvr (hence its name) which was a limitation we would need to lift... but in PR#184 for the subject type work I adjusted it so that it should work with any decision for koji_build subject type. But that now means its name is a bit confusing.

I also still think that it shouldn't really be a rule but rather just a config setting (whether to check dist-git for extra policies when making decisions about koji_build subjects). If we make that change along with #216 it should let us make policies simpler to write in #217.
