Currently we have a doc about how to write the global policies which live in Greenwave's config:

but we don't have anything targetted at package maintainers who want to write a package-specific policy for their package. The only mention of gating.yaml is buried under the docs for RemoteOriginalSpecNvrRule.

We don't need an entirely separate copy of the "how to write a policy" document, but we do need something which a package maintainer can read and immediately understand how they can write a valid and useful gating.yaml file for their package.

Issue #217 is related to this, and it might make sense to only tackle this after #217 is completed.
