Policies can specify multiple product versions and decision contexts, but not (according to the doc at least) multiple subject types. So we have to duplicate policies in the Fedora config that are otherwise identical, for the two subject types Bodhi is known to query on (koji_build and bodhi_update).

Can we allow policies to apply to multiple subject types too?

Sounds good. I expect this to be very similar to recent change adding decision_contexts (#467).

It is not yet deployed because of a freeze. We still check https://infrastructure.fedoraproject.org/infra/ansible/vars/all/Frozen.yaml - not sure if it is still valid for blocking greenwave deployments.

I think that variable is actually a lie ATM; it was set on Oct 15 for the F41 Final freeze, and I think it was never lifted after Final went out. I'll send a PR to change it and see what the releng folks think (though nirik is on PTO ATM I think). I think we should be not-frozen until Feb 18 (Beta freeze).
