I like this, but it should be INCOMPLETE_TEST_RUNS or something specific. Also it's not used now. So if you want to remove it, it's your call.

I'm dropping PR#302 - I'll submit just the test after this is merged.

I'm not sure I've understood what you mean. But this is what we are currently using in the ResultsDB conf, and this is just reproducing the conf.

Oh, I didn't see the whole context here (it's config for resultsdb).
