Might be good to spell out what PELC is.

This might benefit from some clarification - I'm not sure what it means. What are "internal policies"? What is a remote gating.yaml?

One other suggestion that might be helpful to readers: cite issues or pull requests on the changes, so that readers can click and go see more if they are interested in knowing more detail. That might be sufficient to address the other questions I had.
