#71 Adjust the Fedora policies in the repo

  • dist.abicheck: needs a blacklist as some project will never pass this
    test (for example libreoffice which takes too much memory to run)
  • dist.upgradepath: is only run when a package is queued to be pushed
    to the stable repo, so we cannot mandate this test to push to the
    updates-testing repo
